Three years ago on Dec. 4, 2004, I was honored and humbled to address you as together we celebrated a renewed spirit and commitment to Alexandria. Three years ago,w e began a new eera of promise to move Alexandria into a new parternship with citizens and community leaders. This Administration promised to use not only sound practices but best practices to ensure the delivery of government services, in return for your tax dollars, make for a sound Alexandria.

I am proud to say the state of Alexandria is sound.
